Call for submissions:

The Electronic Arts and Video Festival Transitio_mx
the US-Mexico Foundation for Culture and Fundacion, BBVA Bancomer open the call for submissions for the Transnational Communities Award

The Transnational Communities Award is open to artistic, cultural and social projects that creatively use the technologic and conceptual tools available in the web, broadening the channels of communitarian communication and interaction and giving rise to spaces online where practices and stories are shared. The purpose of this award is to foster the access to cultural goods and to the technologies involved in its production and distribution, to promote the diversity of expressions and to recognise the citizen participation of the Transnational Communities that link Mexico and the United States in a daily and permanent way.
The call for submissions is open to individuals, groups, associations, organizations and institutions from Mexico and the United States that develop artistic, cultural and social projects for which the Internet is both a sufficient and necessary condition of viewing, expressing and participating.

Among the fields of activity subsumed are: video (communitarian video, documental, videoart, videoclip, videomail, telenovelas/soap operas), net.art, citizen journalism, digital communities, online forums, weblogs social networks, online videogames , online artistic collaboration projects, electronic literature, digital narrative, online communitarian radio, podcasts, etc.

During the Festival, the winner will be awarded with USD 3,500.

Ruth Wallen, Dan Hallin, Patricia Geist, Bill Eadie, Luis Felipe, Susana, Leonardo, Antonieta, Armando, Jorge Camarillo, and Bill Snead. Also Greg Durbin was in the meeting presenting his short film about “El Piropo”.

Dan Hallin comment about participating in International Communication Association in San Francisco. Dan will talk to people in Sonora about participating in ICA.

BINACOM. El Encuentro de Binacom.

The date for Binacom is March 9 and 10th
La fecha para el Encuentro es el 9 y 10 de marzo del 2007.

  • Treasure Report  (Christine Millan).

Christine said that American institutions have paid their dues, UCSD, SDSU, COMMUNITY COLLEGE, USD. Binacom attendants where wondering if there is a provision about individual memberships, so people could pay for their membership to the organization.

Dan Hallin mentions that there is a Provision for individual membership in BINACOM constitution, the quota is $25 dollars for each person. By-laws it is important to do that. It will be nice to have Grossmont students to participate in the Encuentro through this provision, because Grossmont has not been able to participate as an institution.

Talk about the Mexican institutions.

  • Short film presentation by Greg Durbin

After everybody gave up in looking for Jorge………Greg Durbin presented his short film. A short film about the Mexican Piropo, based in the famous photo of the American girl in Italy.

The idea of the movie is about a foreigner that arrives to a different country.

After a debate about the right name for the next encuentro and the right translation of the English name, the following is the name that was agreed to for the Encuentro:

La Frontera:  un ejercicio de interpretación.

The next list of people are possible Keynote speakers and participants in discussion groups. Dan Hallin will contact some of the following people for panels and keynote speakers.

Jorge and Armando are proposing the following possible speakers in the Mexican side:

Georgina Torres (periodismo en television).
Guillermo Arriaga  (guionista, 3 burials of Melquiades Estrada and Babel).

  • Another important topic for Encuentro preparation is the availability of simultaneous interpretation during the keynote speaker conference. People in Mexicali are trying to find an affordable and good translation and interpretation team. Armandosays that they are going to find simultaneous translation. He says that the School of language in Mexicali will help them, but they need to rent equipment for translation. He will contact Binacom with the budget about translation, and see if Mexicali can help.
  • Ruth mentioned the importance to start contacting people for workshops to know who will be willing to attend. She also talks about workshops about cinema, photograph, television. Any kind of work that focuses on border representation.
  • Leonardo va a contactar a Pedro Valtierra (Revista Cuarto Oscuro). Desconoce quienes trabajan temas de la frontera, quiza podrian ver quien. David Lauder (frontera Chihuahua). Paul Espinosa.
  • Transportation.  The agreement was for Binacom not to provide conference transportation, but to arrange private transportation for people that are interested in going to Mexicali.
  • Publicity for the event. Claudia will update the website to update dates and themes. Dan is proposing to have students from Mexicali to come and speak in U.S.
  • Dan mentioned that it would be important to implement some informal and formal exchange venues between Universities in the US and in Mexico. For example, he said that there would be more interest from the U.S. side if they know more about Mexican students through direct contact with them if Mexican students visit American schools.
  • Dan also mentions that American students would be interested to know how is the communication discipline in Mexicali. Dan will propose some dates when students may come to visit UCSD. From Mexicali to UCSD.
  • Susana added that a teleconference and participation in blogs would bes additional option for students from both side of the borders to interact.

Advertising the event and creating a poster. Some people are starting to propose a poster for advertising the event.

Miscelaneous.

Ruth. Is talking about posting videos in the website. Instead of binacom being the clearing house, we may have an outlet for each school to post videos in their own webpages. Then binacom webpages will have the links to these websites, and then they can connect these places.

Jorge Camarillo. Idea of having a page by school, where students and professors can add movies or photos, and try to link them to the page of BINACOM. They already have two short films and he says that people are uploading their films. He wants us to have something for each university. There is also the possibility of having videos broadcast in Youtube.

Guest speaker: Ricardo Dominguez, from UCSD's Visual Arts Department, will make a presentation about his work.

Here is his bio:
Ricardo Dominguez is a co-founder of Electronic Disturbance Theater, www.thing.net/~rdom/ecd/ecd.html, with Carmin Karasic, Brett Stalbaum and Stefan Wray, co-Director of the THING (bbs.thing.net) an ISP for artist and activist, a former member of Critical Art Ensemble (www.critical-art.net) and has been a member of the New York Zapatistas since January 1, 1994. His performances have been presented in museums, galleries, theater festivals, hacker meetings, tactical media events and as direct actions on the streets and around the world. Ricardo recently appeared in Coco Fusco new video art work A/K/A and in Peggy Ahwesh's new film The Star Eaters. His recent collaboration with Diane Ludin (ibiology.net) was presented at ISEA 2004. He has also worked with fakeshop.com, Jennifer and Kevin Mccoy, Jordan Crandall (blast.org) and Rev. Billy (revbilly.com) and many other trouble making artists.

Unfortunately May 5th turned out to be a bad choice for a meeting. The traffic at the border was horrible and folks from UABC, Mexicali arrived at 4:30. Nonetheless we did begin an important discussion as to how to revitalize student interest in BINACOM and decided that we need one more meeting this year.

--Please send me dates of your spring break for next year, or any other dates that you would think would be difficult for your students to attend next year's encuentro. From that info, I will try to assemble the best possible dates.
--Tributes to Hope in English or Spanish. I've asked for written tributes and photos to add to our web site, but have yet to receive them.
--We hope to also be able to offer space on the web site for 3 short videos per school, but I have yet to confirm that.
--Please let me know if you can make the meeting.

Binacom Meeting Minutes
May 5th
Southwestern College


Attendance: Mark Sisson, Bill Alexander, Linda Hensley, Bob Schneider, Ruth Wallen, Dan Hallin, Kristin Moran, Antonieta Mercado, Arthur Cervantes, Claudio Fenner-Lopez, Bill Snead, Susana Espinosa and Armando Gutierrez.

People were waiting for UABC Mexicali members to arrive, the discussion started late. Due to problems crossing the border, Susana and Armando arrived late. Members were briefed on recent Binacom events: the symposium at Riverside, the screening at the Media Arts Center and the binacom presentation at the communication conference in Ensenada.

All were successful events. No one U.C. Riverside attended the event there, but we had good participation and good discussion from Binacom members, plus Sheila Pinkel from Pomona college. Students from several Binacom member institutions presented to a full house at the Media Arts Center screening, and swe agreed that we should let the Media Arts Center know we were happy with that screening and would like to do it every year. Many students came to hear the presentation on Binacom at the
Ensenada conference, even while attendance was limited at many plenary events.

Ruth brought up the issue of the memorial for Hope in the BINACOM web page. She urged Binacom members that have known Hope to write what she has meant to them and to contribute with pictures and stories about Hope to include them in the page.

There were general comments about the usefulness of the BINACOM website as a place to announce current events, cultural and social gatherings or even as a possible forum for discussing the latest immigrant mobilizations. Ruth would like to have more of a forum on the web site, though there is a question of who would manage it.

Through the meeting there was a growing feeling that BINACOM has to be reinvigorated with new ideas and people. Mark mentioned the need to convince people at Southwestern that the tradtion of participation should be continued, and the possibility of creating student Binacom clubs at the different campuses. There was a general consensus that in the last couple of years activities and membership have diminished. There were several proposals to invigorate the organization. Dan Hallin proposed to initiate student exchanges between U.S. and Mexican institutions to help promote the next Encuentro. This could involve getting students from Mexicali to come to San Diego for a day and to meet with students at two or three campuses here.
Bob, Ruth, and Dan talked about including videos made by students in the web page. Bob talked about a website named youtube.com that publishes independent videos on the internet.

There was also a discussion about using video technology to communicate among binacom members. Although Dan warned that the substitution of face-to-face meeting by videoconferences could do more harm than good. One of the things that was mentioned is to talk to others about Binacom as an important venue of communication between Mexican and U.S. universities and to emphasize that the institutional liaisons are already established. Ruth brought the topic of the BINACOM brochure that Laura from Mexicali is designing. The consensus was that Binacom needs a neat brochure for promotion in universities, fundraising, and conferences. Some members talked about one or two thousand brochures. Dan Hallin will translate the brochure to English and Antonieta will shorten the Spanish version to fit into the brochure.
TREASURER

Christine Moran informed us about institutional contributions, she said that some institutions have not paid their dues, and that it has been difficult to collect them from those institutions. Bill Snead mentioned the difficulty of getting funding for the Binacom membership at Grossmont, where their department can have only one membership, and belongs to BEA. Ruth talked about scaling the amount of the yearly contribution, arguing that for Mexican institutions it is difficult to pay $400 dollars for a membership.
