Russell Redmond, from City College, presented a proposal for a film project. This idea originated from conversations he had with Laura after the last Encuentro, about how to increase student participation in Binacom and also community visibility. The idea is to produce a feature film based on the kinds of stories presented in Laura’s documentary about people who suffered from the wildfires. Russell and Jennifer would write the screenplay, we would seek funds for the film, and then involve students and faculty from various Binacom institutions in the project. To go forward, we would need to agree that this could be an official project of Binacom, and we would apply for funding through Binacom. This proposal was discussed, and we unanimously agreed that Binacom was interested in participating, and Russell and Jennifer should go ahead and explore the possibilities for funding, etc.

Laura Casteneda presented the treasurer’s report. Binacom’s current balance is $3,115.74. We have renewed our registration as a non-profit organization. Laura has organized the financial records she has, but some may be missing. Kristin will look to see whether she has any. Laura needs to verify which institutions have paid dues, and will report to us about this at the next meeting. Dues invoices for 2010 will be sent by e-mail.

We discussed last year’s Encuentro, since we had not met since the Encuentro. Laura gave members a CD with images from the Encuentro. We discussed the need to assign someone to document the Encuentro as part of the planning, perhaps a student from the host institution. All agreed that Kristin had done an excellent job organizing the Encuentro. Attendance was relatively low, however, and we discussed this issue. The Coachela festival probably hurt attendance, from Mexicali and perhaps other institutions. We had talked before the Encuentro about launching collaborative projects earlier in the year that would be presented, but this did not happen. This would be an advantage of the film project proposed by City. At Mexicali, there was a problem with distributing publicity materials in a timely way.
Laura raised the issue of a scholarship in honor of Hope Shaw, which would be given to a student or students who attended the Encuentro. We discussed the possibility of giving prizes for video and film work. They could be audience awards, but there might be problems with this. In any case, it was agreed this was worth discussion. We agreed that the essay contest, which involved students making presentations in the opening session, was successful. A suggestion was made that each institution should have a commitment to bring a certain minimum number of students. We also discussed the possibility of making it possible for students to learn more about the host institution, with workshops by faculty, or other such events.

We discussed possible venues for the next encuentro. Amy Weiss is discussing the possibility with colleagues at SDSU, in the Journalism department, and David Gonzalez is talking to people at UABC Tijuana, who are interested in principle.

We discussed the election of officers. The following people were nominated: for President, Kristin Moran; for Vice-President, Leonardo Baldenegro Díaz, for Treasurer, Laura Casteñeda. We agreed that a notice would be sent out offering the opportunity for additional nominations for one week, and that the voting would then be held by e-mail before the next meeting.

We discussed the web site, which needs to be updated, and then may be shifted to be managed by the institution of the new President. We also discussed creating a Facebook page.

We agreed that the next meeting would be held at Laura Casteñeda’s house and would be combined with a (late) holiday party. It would be Friday, Jan. 8 at 5:00 PM.

La orden del día: - Presentación de Programa sobre Hope
- Dan y Yasmin proponen escribir sobre la organización del evento- Evaluación del Encuentroo Dan comenta que no hubo traducción del evento

o Dan comenta las razones porque los alumnos de EU no fueron al evento, argumenta que se debe a que los alumnos no quieren faltar a clases.

o UNISON da a conocer la asistencia al 14 encuentro. 357 estudiantes 37 académicos

o Ruth comenta que no hubo tríptico en inglés

o Cecilia comenta que ella hará un manual pero todos debemos escribirlo y mandárselo por email.

o Luis Felipe explica la organización y la asistencia del evento.o Ruth nos dice que los profesores de EU fueron al evento con ella

o Expongo situación del camión contratado por BINACOM y se vota para que se pague la otra parte que no se cubrió (1,000 dlls).

o Dan expone que no hubo coordinación y comunicación en las mesas de trabajo y se propone que se explique en el manual propuesto

o Jorge Camarillo, Yasmin, Armando y Felipe exponen los problemas de video y proyección durante el evento, los puntos tratados son el envío, captura, audio y ajustes de fecha limite, y la inasistencia de los encargados de la muestra de video.

o Dan y Ruth exponen porque hubo problemas por las fechas limites en los planteles de EU.

o Leonardo Baldenegro de UABC propone que en el prox. Evento se escaneen las fotos para proyectarlas durante la mesa de trabajo, argumenta que no se le dio importancia a la muestra de fotos, que estuvieron mal pegadas y que se mandó trabajo malo de UABC y se pide que sean más específicos en las reglas de envío. Mesa de trabajo no fue bien
organizada.

o Ruth menciona que debemos evaluar los stardares pero que tenemos que ser flexibles, comenta problemas de acústica en el salón de Fotografía.

o Kris y Ruth comenta que fotografía no es materia de a la carrera de Comunicación sino de Artes por lo que se propone que hay que invitar a los estudiantes de esta carrera.

o Ruth expone que tenemos que promover el área de multimedia: Se incluye web, diseño gráfico, cd, dvd interactivos y animación.

o UABC y Cecilia proponen que debemos invitar a diseñadores gráficos al evento.

o Cecilia nos dice como hará el manual con traducción.

o UABC menciona la evaluación de la mesa de radio- comentan que hubo problemas de horarios y no se respeto el trabajo de selección.

o UABC comenta que tiene problemas para asistir a los encuentros y eventos ya que necesitan ser patrocinados por la institución y proponen si podría ser posible que BINACOM publicara las memorias de las mesas de trabajo de Maestros.

o Ruth comenta que la memoria propuesta por UABC se podría complementar con subirla a la página web y cd y se propone que UABC haga los CD.

o Arturo dice que él hace el cd memoria y los reproducirá.

o Jorge Camarillo propone que los organizadores deben conocer todo del evento para poder apoyar a los asistentes

o Cecilia propone que no entremos en detalles con el evento por el tiempo y que mejor le enviemos todo a su correo para crear un manual de organización.

Asistentes a la reunión: 18 personas de las universidades: (UCSD, GCCCD, UDC, SWC, USD, CC, USON, UABC, UIA, SDSU) Próxima reunión en Soutwestern Collage 25 de Febrero Linda Farnan de San Diego State University habló de su investigación: The Phoenix and the Dragon: Chinese Mexican Familes in Baja California. Se trata de una investigación que se enfoca en el gran esfuerzo de las familias chinas que viven en Baja California. Elva Luz López de la USON presentó los cambios al programa del Encuentro Binacom. Se propuso que el Lunch fuera a la 1:30 pm. Se estableció que las mesas de trabajo son: "Proyecto comunitario" UNISON

Invitación al San Diego Latin Film Festival por parte de Laura Castañeda MINUTES FROM OCT. 22 MEETING AT CITY COLLEGEHope Shaw introduced Laura Castañenda, who presented her program for KPBS, Stories de la Frontera, which will air Dec. 2 on KPBS. It is hoped that the program will be aired four times a year. Discussion of the program followed. Representatives of the University of Sonora reported on plans for the coming Encuentro. The faculty at Sonora discussed the proposal to hold the Encuentro there, and were favorable to the idea. They proposed to follow the suggestion that the Encuentro be held April 8-9. They would try to follow the model of previous encuentros, with 2 keynote speakers, one from each country, a video screening, student presentations in various disciplines, and on the second day, panels with professionals and faculty research. Sonora has organized four committees to work on the encuentro, one for the academic program, one for logistics, one for publicity, one for finance. A discussion of possible themes followed. Suggestions included, the impact of the media on society; role of communication in relation to social problems like the drug trade; riesgos de periodistas en la frontera. We discussed a number of variations of themes having to do with consumption and communication, e.g. Identidades y consumos (o productos) comunicativos en la frontera. We also discussed a number of possible themes related to the development of professionalism in the media, which could touch on issues related to political bias and partisanship, media and social activism, media and social problems, commercialization of media. We agreed that we would resolve the issue of the theme at the next meeting, and perhaps Sonora, or others, will have specific proposals. We will also discuss possible keynote speakers. We also agreed that we would set the deadline for submission of work at the next meeting, and go over the criteria for submission of work, which are posted on the web site. We discussed a proposal for a tour of the area around Hermosillo on Saturday, at the end of the encuentro, and the possibility of renting buses to leave from the Zona Rio in Tijuana. Sonora presented a draft of the encuentro schedule, and we agreed we would look at it more closely at the following meeting. Dan Hallin presented a new draft of a letter to ask for funding, and we discussed where to send the letter. The next meeting was confirmed for Nov. 19 at the Universidad de las Californias. U.S. participants are to meet across the border at the yellow taxi stand at 12:45.
